LPI Research Supports Teacher Residency Model

In a report released on August 2nd, the Learning Policy Institute (LPI) researchers identified state and federal policies that support comprehensive teacher preparation, including special education. Entitled A Long-Term, Evidence-Based Strategy to Address Shortages, the report provides an overview of research on residency models. It highlights the efforts of 12 states to create public policies and funding that support the model. California’s special education model serves as evidence of effectiveness for pre-service residencies. Seventy-five percent of those participating in the program were still teaching in the same district six years after completion. The report details strategies other states have used to attract people to their residency programs. For instance, Delaware funds special education residencies more than other instructional areas. New York and Pennsylvania prioritize funding for programs in teacher-shortage areas, including special education. Mississippi offers a state-run program whereby residents receive a full scholarship to complete a master’s degree in special education. Finally, the Washington State legislature has authorized three different appropriations to support special education residencies, among others.
