Congress Reintroduces Bill to Ban Seclusion and Limit Restraint in Schools
This week, the Keeping All Students Safe Act was reintroduced in the House and Senate. The bill is led in the House by Ranking Member Bobby Scott (D-VA) of the Education and the Workforce Committee and Reps Don Beyer (D-VA) and Abraham Hamadeh (R-AZ), and in the Senate by Sen Chris Murphy (D-CT), Ranking Member Bernie Sanders (I-VT) of the Senate Health, Education, Labor and Pensions Committee, and Vice Chair Patty Murray (D-WA) of the Senate Appropriations Committee. The bill bans any school receiving federal funds from secluding children. It also limits the use of restraints, outlawing restraints that restrict breathing, including prone or supine restraints. CEC joined nearly 60 national organizations in support of the bill.
