This article provides an overview of an instructional framework aimed at improving reading outcomes for first grade students who are early struggling readers and may be at-risk for reading disabilities. Specifically, we describe an integrated reading approach that emphasizes both foundational skill development and reading comprehension, in an effort to provide practicing teachers an effective and efficient model for implementing comprehensive reading instruction for the whole class,with targeted instructional opportunities for students who are struggling with reading development.
