Luann Purcell

Luann has had a variety of experiences throughout her 51 years in education, including as a general education teacher, teacher of students with emotional and behavioral disorders, coordinator at a regional educational service center, and assistant superintendent for pupil services. After retiring from the school district after 30 years, she was selected as the executive director of the Council of Administrators of Special Education (CASE), serving from July 2002 to February 2020.

Luann has been very active in CEC at both the chapter and international levels, having served in multiple offices and on various committees with local Chapter 0878, GA CCBD, GCASE, CASE, and the Division of Leaders and Legacy (DLL). CEC has been a positive influence on her from those early years through today, as a consultant. She strongly believes in the importance of local chapters promoting teacher retention and quality, as well as the role of Units and Divisions in meeting members’ needs. The EFS is extremely important to ensure that CEC continues to lead the future of the special education community.

Luann joined the Elizabeth Farrell Society in 2023.
