On Tuesday, the House Education and the Workforce Committee passed H.R. 6585, the Bipartisan Workforce Pell Act, and H.R. 6655, A Stronger Workforce for America Act. Both bills are designed to improve the skills needed for success in the workplace. Specifically, H.R. 6585 would extend Pell Grant qualifications to include short term programs, create a quality assurance system, and ensure programs align with the needs of in-demand industries. H.R. 6655 would reauthorize the Workforce Investment and Opportunity Act to upgrade the skills of current workers, emphasize employee-led initiatives, and create individual training accounts for those who lose jobs through no fault of their own. The bill does not make changes to Title IV, the section of the law that authorizes vocational rehabilitation services to individuals with disabilities.
