House Advances Reauthorization of Workforce Bill
On Tuesday, the House Committee on Education and Workforce advanced H.R. 8210, A Stronger Workforce for America Act, a bill to modernize the Workforce Innovation and Opportunity Act. The proposed legislation, led by Chairman Tim Walberg (R‑MI), aims to better align education and workforce systems by more fully integrating adult education with job training and employer demand. It seeks to create clearer, more direct pathways into employment; expand access to workforce development through targeted investments in proven strategies—such as on‑the‑job training and employer‑driven initiatives; and support skills development and career progression.
The proposal also intends to strengthen accountability by enhancing oversight to ensure workforce programs deliver measurable, outcome‑focused results for workers and job seekers. While the bill reflects a bipartisan effort from the last Congress in name and in much of its content, it failed to secure Democratic support due to several partisan changes. Most notably, it would codify the transfer of the Office of Adult Education to the Department of Labor (DoL), a move the U.S. Department of Education made last summer through an inter-agency agreement without congressional approval. It also stripped out references to universal design for learning from the bipartisan agreement.
