Since the enactment of IDEA nearly five decades ago, Congress has failed to live up to its pledge to cover 40 percent of the excess costs attributable to educating children with disabilities, otherwise known as “full funding.” The IDEA Full Funding Act would establish a glide path to achieving full funding within ten years.
