Three educators worked to create the SDI Observation tool: Jennifer Askue-Collins, Crystal Bell, and Joel Fravel. Jennifer, Crystal, and Joel are Elementary Program Specialists at the Training and Technical Assistance Center at VCU. They supports school divisions in Virginia's Regions 1 & 8 with the implementation of inclusive practices and other Virginia Department of Education initiatives.
